In the old testament, it was simply regarded as "unclean", and because it involved the spilling of blood outside the body, required a very small atonement sacrifice.

This was more of a token sacrifice of a dove or something readily available to even the poorest of people. God had said that there was to be no spilling of blood without atonement, and this token sacrifice satisfied the rule without making a "technical exception".

The new testament does not require any such atonement, and is silent on the matter, so evidently this is no big deal to modern Christians.

I got this answer recently for a similar question:

"I read a book about this a couple years ago.
The theory is that, as a ritual, witches would have sex with men while menstruating in the light of the full moon and then they sometimes killed the man as a sacrifice. It was thought that sex was far more pleasurable during menses for both parties and that the men who were killed sometimes went willingly, but not always. Then when Christianity came along, everything about the larger old religions was made to be evil. Another example of this is how the devil is portrayed as looking like Pan, a much loved goat-like god. It's a strategy used often to get more followers and, hence more power, money, and control. The number 13 being unlucky is another example of this. There are 13 moon cycles in a solar calender and years ago 13 was a favored number, even to the point where a coven of witches consisted of 1 leader or icon and 12 followers, and now 13 has been an "evil" number for generations. hmm"

I thought it was a great answer and it explained a lot.

The Mosaic law said that a woman was ritually unclean when she menstruated. Her husband wasn't supposed to make sexual demands of her during this time. For women in an ancient society who worked extremely hard and had few ways to ease menstrual discomfort, having the husband leave her alone for those few days was probably welcome. Avoiding blood-stained bedding and clothing was also a health precaution. The New Testament, as far as I can find, says nothing about it.

Edit--and for those who say it means women are sinful, no, it does not.

god in the bible thinks menstruating women are wholly unclean and sinful and should be advoided.

heres a small portion of some of the nonesense

lev 15:19 And if a woman have an issue, and her issue in her flesh be blood, she shall be put apart seven days: and whosoever toucheth her shall be unclean until the even.
15:20 And every thing that she lieth upon in her separation shall be unclean: every thing also that she sitteth upon shall be unclean.
15:21 And whosoever toucheth her bed shall wash his clothes, and bathe himself in water, and be unclean until the even.

and it goes on after that for several more verses

Based upon all the above scriptures I think its wise to abstain from sex during your period. They say that women are more suseptable to sexually transmitted disease during her period. In a way it makes sense because your body is kind of opened up and trying to exspell something it doesnt need.Plus some women plain dont feel so swift during this time of the month.

Leviticus 20:18
And if a man shall lie with a woman having her sickness, and shall uncover her nakedness; he hath discovered her fountain, and she hath uncovered the fountain of her blood: and both of them shall be cut off from among their people.

Ezekiel 18:5-6
But if a man be just, and do that which is lawful and right, and hath not ... come near to a menstruous woman.....

Leviticus 15:19-30
And if a woman have an issue, and her issue in her flesh be blood, she shall be put apart seven days: and whosoever toucheth her shall be unclean until the even. And every thing that she lieth upon in her separation shall be unclean: every thing also that she sitteth upon shall be unclean. And whosoever toucheth her bed shall wash his clothes, and bathe himself in water, and be unclean until the even. And whosoever toucheth any thing that she sat upon shall wash his clothes, and bathe himself in water, and be unclean until the even. And if it be on her bed, or on any thing whereon she sitteth, when he toucheth it, he shall be unclean until the even. And if any man lie with her at all, and her flowers be upon him, he shall be unclean seven days; and all the bed whereon he lieth shall be unclean. And if a woman have an issue of her blood many days out of the time of her separation, or if it run beyond the time of her separation; all the days of the issue of her uncleanness shall be as the days of her separation: she shall be unclean. Every bed whereon she lieth all the days of her issue shall be unto her as the bed of her separation: and whatsoever she sitteth upon shall be unclean, as the uncleanness of her separation. And whosoever toucheth those things shall be unclean, and shall wash his clothes, and bathe himself in water, and be unclean until the even. But if she be cleansed of her issue, then she shall number to herself seven days, and after that she shall be clean. And on the eighth day she shall take unto her two turtles, or two young pigeons, and bring them unto the priest, to the door of the tabernacle of the congregation. And the priest shall offer the one for a sin offering, and the other for a burnt offering; and the priest shall make an atonement for her before the LORD for the issue of her uncleanness.
