Sounds like a pup I once had. Could not get this puppy housebroken. I have raised many puppies and by the second week of them being home, they are trustworthy housebroken. I got this puppy when she was 8 weeks old. This puppy was shoved into the tiniest crate and still managed to pee in it. She was disgusting. She even played in poop outside. I knew something was not right. I even seeked outside help which I never ever had to do. The trainer said she was a "Dirty Dog"! My instinct told me when we went to go pick up the pup that things didn't look or feel right. But nooooo, BF wanted the pup bad. One day, she jumped up on my bed and pissed on it. 7 months old now mind you. I finally had enough. I told him the dog needs to go or him and the dog. We found a nice farm life for her where she would be out considerably. At that time, we couldn't offer that to her. Its not natural for a dog to sleep in there mess and it goes back to the pup having a dirty mom. Puppies learn when born that there den must stay clean. If momma dog isn't doing a exceptional job than puppies grow up in what they believe to be ok living conditions. So I believe you and know what your saying. Some dogs are just "Dirty"!

Some dogs are hard and impossible to train and it takes a very dedicated pack leader. keep places clean and deodorized. And be sure she does not have a bladder infection or other defect.
Every dog will train at their own speed; unfortunately for you.
The most import thing is that you really donate the TIME to keep a close watch on them.
Their bladders are very small and need to go out often. At least once an hour. Have a key word for going out. Our's is "lets check the back" which means were are all going to the back yard and do our business. That is better than saying lets go pee.
Keep a close watch on them. If you see them acting like they might be about to squat or hike, make an abrupt noise or a whistle to get their attention and grab them and go outside immediately. Hang a bell on the back door low to the floor and each time you take her out, kick the bell and be sure she sees you do the bell. Evntually show her how to ring the bell when you take her out. With LUCK she will learn how to ring the bell.
I don't like to paper train because later they will pee on any paper left in the floor because you taught them to do that. I hope you are not up-stairs in the apartment.
If you have to you can train them to one of those pads you buy at the pet stores for now and later when you get the house, move the pad outside and later just do away with the pad.
Wash any area that they do use, so you remove any smell. So that spot doesn’t attract them back. Don't scold them or hit them, they did what nature intended and they have to learn where the proper place it and that's your job. Don't rub their noses in the spot that is certainly going to teach them to go out side....yea.!
The most important thing is to be consistant and very watchful.
Some people will crate train. Keep them in the crate and let out to play in the yard and then return to the crate. It could take several days to 2 weeks before they get the idea that outside is to pee. But remember they cannot open that door because the handle is too high....so if they pee in the house it is your fault not theirs.
Another big item that it would help is if your family is on the same page and will help with the training. If you have to train, do the housework and fight with everyone else, it is not going to be a good 2 weeks. Talk with family member and request their help. Small dogs who are absolutely obnoxious can learn as long as you and your husband establish yourself as the alpha of the pack and don't let the "cute" little guys run you.

How old is she? If she is a really young puppy you cannot expect her to hold her urine for any long period of time. Do you clean up the crate immediately after she pees? If so she doesn't have time to realize that she shouldn't be doing it there because you come and make it all disappear.

I have always had good luck with crates and puppies until the male Shih Tzu I have now. He was impossible to train and then one day it was like a light turned on in his head and he has not gone potty in the house for at least 3 months. He will be 2 yrs. in April.

It's possible that she has a bladder infection if she seems to have no control over it. Really little puppies have very little control over their bladder anyway, so it might be hard to judge whether her behavior is normal or not.
You can always get a urine sample and have the vet test it to rule out a bladder infection. IF there's nothing wrong with her medically, sorry to say that you just have to watch her better and take her out more often! She will learn, even if progress seems slow. After about 12-14 weeks, their bladder muscles start to develop more and they can start to hold it a bit longer.

Did you clean the crate with some kind of odor eliminator? I had trouble with our one dog. We would take him out so many times, and as soon as he came in and we weren't watching he would go on the carpet in the same place. I went to the pet store and she recommended this stuff to clean the carpet and remove all the smell from it. I had cleaned the carpet with regular shampoo, but this stuff neutralized all the smell. He never went on the spot again.. worth a try..

ditch the crate. i havnt crated my dog and he's doing fine without it. i dont like the thought of cooping him up in a small crate while im out. he never distroys the place either (thanks to imense training)
