It's not just Turks, most of Malays, Indonesians, Bosnians, Albanians etc don't wear it properly. The highest proportion of properly covered women you will find among peninsular Arabs, but some of them are insincere and remove it when they go abroad. Most of Pashtun women on both sides of the border also cover properly.
I have travelled Turkey from West to East and i have seen quite a number of women wearing proper hijab, so you can't say it's all Turkish women who wear hijab improperly. I'd say Turkissh women are ahead of Indonesian and even Malaysian women in those terms.
That Benazir-style headscarf (you can't call it hijab) where the hair sticks out is pre-Islamic tradition originating from Hinduism; it is called parlee in India, and Hindu and Sikh women also wear it occasionally. It has first spread among Muslim women in India, and from there through Bollywood movies to other parts of Muslim world.
Take a walk at any shopping mall in Kuala Lumpur and you'll see girls with headscarves showing their naked back (low cut jeans), tight pants, short sleeves or even sleeveless, some wear shirts with V cut and half of their breasts is bulging out, some show their neck or area between the neck and the chest...
All these are insincere and wear headscarf as a fashion requisite.
I know now a bunch of "modern Muslims" will hump me now telling me I shouldn't judge people, but as Muslims we judge upon what we see. A sincere deed is only done in a proper way, that is the way of Allah s.w.t. and his Messenger s.a.w.s., and those who show jahl, hide jahl. There is no such thing as sincere islam behind the image of kufr.
Ask those girls a few aqeedah questions and you'll prove my words correct.

Are you Turkish? You're not I suppose, because majority of the Turkish women-like me- do not cover up their heads. I absolutely hate it. It makes women submissive and turns them into dummies. I am glad that these people are not allowed in public places in Turkey. I am Muslim and I am religious but there is nothing wrong with wearing a bikini in the beach and also reading the Quran. Every Muslim should be like that. It doesn't even make sense, why would you cover up your head? Is there a man who would be tempted because he saw your hair? Lol no. Why cover it? Why? For those who claim that Quran says you should cover it, verses are debatable. There are professors in Turkey who interpret it as "Cover your breasts". Quran says "Cover yourselves" not "Cover your head". Open your eyes, give women rights to live or you Arab countries will always stay as Third World countries. Follow the path of Turkey. Another thing, if you are Turkish and covering your head or wearing a 'hijab' you no longer ARE a Turk. This means that you embrace Arabic culture, I mean pre-Islam Turkish women were even ruling the country when the king was gone. Wake up, embrace your own identity. It is NOT a sin to show your hair for God sake! Life is short, don't punish yourselves for nothing. All in all, live TRUE Islam. Work, take pleasure,educate yourselves, be a good citizen for your country, be independent, show that you too have a brain as Muhammet wanted. You people are traitors to Islam if you do not treat women equally. Who knows, maybe you'll burn in hell for that:)

I'm sure that it is not "every time" you see Turkish women; every Turkish hijabi that I have ever known or seen, was wearing hijab properly. Perhaps there is a marginal few who do not; as others have pointed out, there are other Muslim cultures with women who do not wear hijab properly. Also, as other have said, this could be for a variety of reasons. Perhaps they are taking steps toward wearing hijab fully, or maybe they do not fully understand hijab (yet). Whatever the case may be, it is certainly not a good thing to judge. Only Allah can judge. We can only try to guide. :)

It is such a wise idea to go to Canada, then find some Turkish website to ask them the details of hijab wearing science. Such a witty question! Please apply for a post in the university of Toronto for teaching people how to correctly wear hijab as you seem to be the deputy of the prophet. Or why not punish those who are sinning over there? Turkish people may be wearing hijab wrong and you are in the wrong town, your correct address should have been Guantanamo.

Lots of people where it all sorts of different ways. I am curious about the ponytail sticking out though. I have never seen that one!
I think sometimes a part of it may be the fact that they cannot go into public buildings in Turkey while wearing hijab. Just like in France now you cannot go to school with it unless perhaps you show some bangs etc. --This way they say it does not look so religious. Some girls probably get used to this and think it is okay over time.
You don't know where they are on there path to Islam. Some people start this way and later on cover more. step-by-step

Awww, let's not single out Turkish women. The Turkish women I know who wear hijab, wear it quite nicely/properly :) But I do see these things you've described all the time. The reason may often be a lack of understanding. In others, it might be personal issues - like maybe they do understand that they are not doing the right thing, and they are taking steps towards better hijab. You never know. :)

Have you ever seen a statement in Koran saying " women have to hide their fore hair, or they shouldn't stick a pony tail out etc"
That's ridiculous you think the way you do is the correct and the rest is doing "wrong".
There's only one judge to decide that. And as being "perfect muslims" you should know, to disclose others faults in public is a bad thing.Ow sorry your Islam is different right?

obviously they dont realize the real benefits of hijab and are not interested in it...to change that, first educate them and at the same time be a for them by wearing one your self...after that youve given them Allah's message and you are not really responsible for them anymore....
