The word does reveal that God will use the foolish things of this world to confound the wise. The simplicity of God somehow escapes men and in a lot of ways the foolishness of God is wisdom to men.
It just goes to show that the realm that we know and lay hold of God is not in the mind. We know and apprehend God with our spirit that is regenerated.
God's truths are profound and very high yet they are applicable and workable in our day to day lives.

Satan is the one that does that. God don't cause anything to happen, he allows things to happen. Think about it. My mom fell out of bed at the hospital and I blamed God at first, but then I realized that he didn't cause that, he just allowed it to happen cause my mom was going to die anyway and it was her time to go. I then blamed the staff for not keeping a good eye on her. But when you lose a loved one, it is hard and you want to blame everybody. But God helped me through that one and I am very grateful. But yeah, I think Satan does that one. God Bless
