I certainly hope that you won't be able to get your permit and license on time (or at all, really), but it depends on the state that you live in.
You knew that you were not allowed to drive, and you knew that you did not possess the skills to drive. Yet you chose to drive, had an accident, and now want to take back your choices. Since you don't have a license OR even a permit, I also assume that you're not covered under any insurance plan, so you will probably have to pay for any collision damages out of your own pocket.
I feel zero sympathy for you or your situation, and I hope it takes you YEARS to get behind the wheel of another vehicle. This is why permits and licenses exist in the first place, so that the state can determine who is skilled and responsible enough to have earned the PRIVILEGE to drive. Clearly, you are not.

Probably not. They will probably not allow you a permit or the license. You can't pay attention to the standards and the laws as they exist, why would they give you a license? This is exactly the reason why there are restrictions on driving.

i dont know the laws in EVERY state but if you live in NC you will NOT. ANY violation while on a permit will prevent you from getting your license. plus, you say you took the car without permission...thats THEFT. im not sure what you meant by that, so be careful saying it. if you did not have permission, and it was say, your parents car you took i doubt you stole it. for insurance purposes though, if you say that to your claims adjuster, they can and probably will deny the claim and wont pay.

If it were up to me. I'd say you blew your chance to drive until you're 18. In fact, my son took my truck without my permission and totaled it. He had no license then. He still doesn't, and isn't going to get one until he turns 18 and can get one on his own.

No, you'll have to wait. How long you need to wait depends on the state.
