the computer has windows 98se installed on it, it happens to be an old p.c.

First does it beep? Yes you need to look up the code and see what's wrong.

If not what's the last item listed in the p.o.s.t.?

And lastly did ANYTHING change? (and I mean anything from a program being install, new hardware, anything)

EDIT

OK try this press the control key right before the end of p.o.s.t. and see if you can enter windows in the mode, if you can then you may have a bad driver.

or this method

1. Insert a non-bootable floppy disk in the floppy disk drive, and then restart your computer.
2. When you receive the "Non-system disk or disk error. Replace and strike any key when ready" error message, remove the floppy disk from the floppy disk drive.
3. Press F8, and then press F8. When you do this, the Windows 98 Startup menu is displayed.
4. Select the Safe Mode menu option from the Startup menu, and then press ENTER.

Does it beep? There are certain "beep codes" used to indicate severe problems. A repairshop can quckly test your power supply and disk drive at modest cost, but with such an old PC, you might want to start thinking about a replacement.
