Yes, the above verse does say that blasphemy against the Holy Spirit is the only unforgiveable sin. God will forgive all manner of sin except this. But take heart! If you have to ask, "Have I committed the unpardonable sin?" Then you probably haven't.
Blasphemy against the Holy Spirit is constantly ignoring the pleadings of the Holy Spirit throughout your life, so much so that eventually you no longer hear Him. It eventually becomes like setting an alarm clock for a deaf person. You would have cut off all possible communication with God. That is the only reason why He cannot forgive it - because you refuse to communicate with Him to ask forgiveness.

WILLFUL sin according to this passage:

Heb 10:26 For if we sin wilfully after that we have received the knowledge of the truth, there remaineth no more sacrifice for sins,
Heb 10:27 But a certain fearful looking for of judgment and fiery indignation, which shall devour the adversaries.
Heb 10:28 He that despised Moses' law died without mercy under two or three witnesses:
Heb 10:29 Of how much sorer punishment, suppose ye, shall he be thought worthy, who hath trodden under foot the Son of God, and hath counted the blood of the covenant, wherewith he was sanctified, an unholy thing, and hath done despite unto the Spirit of grace?
Heb 10:30 For we know him that hath said, Vengeance [belongeth] unto me, I will recompense, saith the Lord. And again, The Lord shall judge his people

You already know the answer to sin against the holy spirit is an unforgivable sin to God.

As to sin against the holy spirit is a refusal to show remorse and to ask for forgiveness (in part) so therefore if we are not remorsefull we will not confess and therefore is an unforgivable sin

all sins except blaspheming against the holy spirit ! Those who do this there hearts have turned cold toward God and they have fully come to that decision to turn away from the Holy Spirits guidance and are left in that sin

The sin against the Holy Spirit is to reject salvation, in essence.

****
Consider this can be understood if we understand that everything revealed about God has been revealed by the Holy Spirit (II Peter 1:21; today, this is the BIble)

If one rejects/blasphemes the Holy Spirit, they cannot know God or Christ, and therefore cannot know salvation

Any sin can be forgiven *IF* the person repents of that sin and ceases doing it. Jesus came to save us from our sins, not in our sins. The only unrepentable sin is the knowing and willfull denial of the Holy Ghost.
Some sins like murder or adultery are hard to repent from because such sins invite possession by the evil spirit... and once possessed the person does not wish to repent and his heart is hardened. The CAN repent, but often they WON'T. And once they die they die in their sins and as it says in Revelation, he who is filthy shall remain filthy... and no unclean thing can inherit Heaven.

obviously all sins are forgiven EXCEPT speaking against the Holy Spirit.

Technically all sins can be forgiven because God's mercy is without bounds and is infinite, and so by that definition nothing we can do is able to surpass the limit of God's mercy. Nevertheless, a quick suicide, not allowing time for repentence could be a possible exception.
