I know Family planning is haram and is forbidden in Islam until and unless there is a harm to mother's life. But in China where there are many muslims too and They have this law of not having more than 1 child, what shall they do in this regard?
Secondly,if a mother is healthy enough to give birth to lets say 8 children, but they can look after 4 children in appropriate and better way, taking care of their clothes,education,food,shelter etc but not 8 because the money would not be sufficient and Family would not be able to live peacefully,as some sort of tensions and complex would take place as not EVERYONE IS GOOD AT THANKING ALLAH FOR WHATEVER HE HAS GIVEN TO THEM. [I say Alhumdolillah I'm really happy and thankful to him for whatever little he has given to me.] What shall be done in this case??? As I also believe that when Allah has given birth,then He is the one who will provide food and shelter!

As for Familly planning: The statement issued by the Fiqh Council (al-Majma’ al-Fiqhi) with regard to family planning:
The meeting of the Fiqh Council held during its fifth conference in Kuwait 1-6 Jumaada al-Aakhir 1409 AH (10-15 December 1988) – after studying the research presented by members and experts on the subject of family planning, and listening to the debate that took place on this topic, and based on the fact that one of the objectives of marriage according to Islamic sharee’ah is to reproduce and preserve the human race, and that it is not permissible to undermine this objective, because undermining it goes against the texts and teachings of sharee’ah, which call for having many children, protecting them and taking care of them, because producing and caring for offspring is one of the five kulliyaat (holistic principles) which sharee’ah came to take care of – issued the following resolutions:
1 – It is not permissible to issue laws that limit the freedom of couples to have children.
2 – It is haraam to remove the ability of men and women to have children, which is known as sterilization, so long as there is no need to do so according to shar’i principles.
3 – It is permissible to use temporary means of contraception in order to increase the gaps between pregnancies, or to stop them for a limited period of time, if there is a valid shar’i reason for doing so, based on the couple’s estimation and with mutual consultation and agreement, subject to the condition that this does not result in harm and that the means is acceptable according to sharee’ah and will not damage any existing pregnancy.

About China, it's not exactly true. (For non-Muslims) If you and your husband were only children then you are allowed to have 2 kids. China is having a lot of problems now because there are not enough women to marry. People don't want girls, they kill them or give them up for adoption and then all the men are so desperate to get married they have to marry girls WAY younger then them. This means the younger generation of men have to wait a long time to be able to get married.
About family planning, it is not 100% haram (from what I have read). You can plan to some extent as long as you aren't avoiding having children for fear of being poor. But the specific situation you are talking about needs to be discussed with an imam.

It is very interesting you mention China. My husband and I were watching just recently a documentary on Muslims in China. This documentary claimed that Muslims in China are the only ones that this law is not applied too. It also said that the govt. pretty much leaves them alone, they live in certain areas near the western border and are left to practice Islam in peace.
I think the rest of your question is plainly answered by scholars. It is not allowable to use birth control for fear of lack of wealth.\
Not that Australia has anything to do with your q but it is not correct that Muslims in Australia are only allowed to have 4 children while everyone else can have what they want. Just another of wolf in sheep's clothing silly answers.

Insha'Allah, that law in the People's Republic of China that addresses the number of children each family may have allows for more than one child per family, however, said family will pay a fine per child over the state sanctioned number of children as well as receiving a lesser amount of state aid especially in regards to the cost of education, medical bills , etc.
Despite what others have posted here as a response, they do not need to leave China.
Further, they are not excused from the prohibition regarding the use of birth control and family planning as the same is forbidden in Islam.
Insha'Allah, should a family have more children than they can adequately take care of, there is a tradition of giving those children to other relatives who assist in rearing the child. If no blood relatives were available to help out, one could seek assistance from other members of the community who live in the same area.
I must comment that some persons offer their knowledge on such matters without having any.
Insha'Allah, it is always better to remain silent rather than to promote a wrong understanding or interpretation of a practice. Remaining silent when one does not know the answer proves one is intelligent. Answering with the wrong information proves one is not.

Family planning is not haram, I have asked numerous Imaams about this and they each told me that the only time it's forbidden is if you're doing it specifically for financial reasons. You should never say that you will have kids when you make enough money, because you should have full faith in Allah that He will provide for you and your family. Therefore, I wouldn't see what the problem would be if you lived in China.
Imagine if nobody used Birth Control? People would have like 10 kids each.

1)ALLAH(Subhanna wa ta'ala) says that you have to follow the laws of the country you live in so for the Chinese Muslims they are excused from this law. Their only other option is to leave China and immigrate to another country. Muslims in Aussie are only allowed to have 4 children but non Muslims may have more children.
2)ALLAH(Subhanna wa ta'ala) says that you should never fear of not being able to provide for your children because ALLAH(Subhanna wa ta'ala) provides wealth for each new family member born. Abortion is not allowed as it is killing a child for fear of poverty or because you don't want kids. ALLAH(Subhanna wa ta'ala) says that you should not make yourself infertile for fear of not being able to take care of kids. Basically family planning isn't allowed unless you want to keep an appropriate age(2 years) between each child.
