"Rat" exclusions or "rate" exclusions?
How many rats do you have? Are the rats a big problem?
How many rates do you have? Are they too high or are you being denied certain rates you qualify for?
This is important information we need here!

I would think that, if the rats are excluded, they're not covered. That being said, what ARE you asking here ?

Follow up:

If a wild animal, not normally know to “infest” a human dwelling, gets into your home and causes damage, the standard HO-1 through 5 policies will provide coverage for such an event. Damages, (other than fire damage), caused by rodents, of any kind, are excluded from coverage when the damage is a result of the infestation of the insured structure. Damage resulting from the homeowner’s own animals, be they wild or domestic is also excluded under the standard policy.

If you have rates, you might want to call an exterminator or buy some "rat candy" and put it out and kill them.

Normally, damages caused by rats (mice and vermin) are NOT covered.....it IS a "maintenance" problem (or lack there of) - typically insurance only covers "sudden and accidental" types of losses.
