And how? I have Photoshop Elements (5.0 i think).

The center of the picture is somewhat brighter than the rest. That's what I would like to correct.

Please state what it is you wish to correct on it.

I darkened the center, but it appears as if you had a small drop of liquid on the lens causing flair.

You most likely can correct whatever you want in Photoshop.
If it seems too blurry to you, you can sharpen the image and make it a bit better. I'm not sure what you want to correct in it, but if it's the blurriness, that should do the trick.

Probably, just use the eraser tool to erase all the UNC stuff, then it will be fine.
