Almost certainly the resistor in the switch is shot. (It's supposed to vary the resistance in the circuit as you twiddle the control, thus varying the fan speed.) New switch or try a scrappie.

Go to a Ford dealership and ask for a blower motor speed resistor.
They should be able to tell you where it is fitted on your model.
If your a tight wad,knowing what you want and where it fits.
Go to a scrap yard.

more than likely it's the blower motor resistor. it should be located some where in the heater duct work, just a couple of wires and a couple of screws.
