Not publicly that I am aware of, at least not since the dark ages. But, then again, Robertson has come to us from the dark ages.

The European Pope has in the past (aka the Spanish Inquisition/the Crusades).

Recently the European Pope said all USA Protestants go to hell.

The European Pope will not allow the Dalai Lama, a Nobel prize winner, to speak in European Catholic Churches including Churches in the USA.

Lots of Christian Leaders have. You can start with the Spanish Inquisition, move on to Henry VIII (who was head of the Anglican Church) and can probably include GW Bush.
