Genesis 49 lists them out. You are correct, in that it was not every son who became a tribe (Joseph did not) and not every tribe received an inheritance (Levi did not)

It is an interesting parallel that with the 12 apostles, there were actually 15......

Also, note that Dan and Ephraim are often left out in later lists, because of idolatry and association of Ephraim with Israel/Samaria (example Revelation 7:5-8)

God uses the 14 and names them for His purposes at different times. Jacob/ Israel took Joseph's sons as his own before he died. God uses them in a way I cannot really communicate, and I am not sure that anyone could. But He does have His eye on all 14 of them. They mean something to God in the way that the Bible records them.

Sons of Jacob were:Reuben,Simeon,Levi,Judah,
Dan,Naphtali,Gad,Asher,Issachar,
Zebulun,Joseph,Benjamin.
The 12 tribes are:
1.Judah
2.Ruben
3.Gad
4.Asher
5.Napthali
6.Manesseh- was the son of Joseph.
(Dan fell out of favor with GOD.)
7.Simeon
8.Levi
9.Issachar
10.Zebulun
11.Joseph
12.Benjamin

Joseph was given a double portion in Ephraim and Manasseh.
