when a person wont come to you or tell you the problem they have with you. Instead they do passive aggressive things to get your attention in the most obvious ways. Would a person like this really have an issue or is it just a game to them you think?

Well, it can be both. Some people enjoy playing that game - they get a rush from being manipulative and deceptively weak. But to others, they really are afraid of confrontation, so they try to get in their point "under the radar," hoping you'll pick up on hints and do/say/notice/understand what they want you to, without having to argue about it or bring it up directly.

This person sounds very disfunctional. Passive aggresive behaviour is very manipulative. It's highly possible they don't even realize they are doing it. Yes, they probably do have issues but at the same time don't know how to express their feelings in a healthy non-damaging way. Manipulators often times have an underlying motive in behaving this way. They want something they know you will not agree to willingly. In order to get it, they will do what ever underhanded thing comes to mind.

They have issues, yes, but an immature (childish) coping method. They aren't able to speak assertively (neither submissive nor aggressive) about their concerns. This style of miscommunication is probably a result of upbringing. Help the person out and get things out into the open in a friendly, problem-solving chat.

they dont have the gall to come to you with the issue... they just would rather try to make your life hell by doing the passive/ aggressive thing!!!

Some people don't know how to be direct, don't know how to manage their feelings or issues, etc.

Ignore them until they can force themselves to be direct. Perhaps they will lose interest in ham-handedly expressing themselves once they see it gets no reaction from you.

it means they lack the maturity to come to you. talk to them or have a third party suggest they come to you. otherwise, let it go, and know that you are no longer carrying the burden of an immature buddy.
