Your dog is howling because of an innate instinct. Your voice more than likely is high pitched and sets off an instinct to howl back. I can also assume that your dog is a particular breed that is more prone to howling such as hounds. As for the cat, she is probably acting out of an instinct too. The pitch of his howl may be very irritating to her sensitive hearing since cats hear differently than we do. Try squirting her with water when she does it if you want to stop it.

She clearly doesn't like the noise he creates.

Our dogs like to sing (howl) together, when I get them started with a howl myself, and our cat usually comes to check out the ruckus but just sits there and blinks, as if to say, "Did you make a eggnog a little too strong this year, Ma?"

Because the sound he makes when he howls annoys her. Cats have very sensitive hearing and she wants him to stop.

Dog cat relationships are as complex as human relationships.
Perhaps your cat is frightened by the howl, or thinks your dog is inviting her to play. Our dogs play rough with our cats. Our cats will even try to pounce on the dogs when they are sleeping to incite rough play.

when wolves in the wild would howl, it would mean (usu.) that they were beginning their hunt. The cat hears this, and it "activates" his/her kill-or-be-killed instinct.
