Cab service between Rockville and National Airport should cost somewhere between $42 and $50, depending on where in Rockville the address is that you are being picked up from, plus a tip.
The timing in good traffic is about 35 minutes. However, you'll be taking two of the most congested roads (I 270 and the famous Beltway) for some of your trip, and bad traffic is always an issue at that time. Now, this is mitigated a little bit by the fact that on 270 at least you will be going against the main stream of traffic, still, there is enough traffic in the other direction to slow you down. I would at least double the time expected to get there, as the worse thing that might happen is you spend an extra half hour in the airport.
Another option is Metro, although that will take you close to an hour to get to the airport. From the Rockville Metro Station you would take the red line toward Glenmont, then switch to the Yellow Line toward Huntington at the Gallery Place Station. However, if you have a lot of luggage, Metro can be awkward.

I don't know the price, but yes, it is quite expensive. It's about a 40 minute cab ride. If you can go to National instead, by all means do so. National is right opposite the city, and there's a Metro station there that will speed you downtown. Even if you take a taxi, the cost of a ride from National into DC will be MUCH less than the cost of a ride from Dulles. From National, a cab can get you downtown in 5-10 minutes.

Best to take Metro. While the ride down 270 will be fairly easy (you'll be going against rush-hour traffic), the rest of the trip will be rough trying to get from the Beltway to the airport. And cabs are VERY expensive.
You take the Red Line towards Glenmont (or Silver Spring), and you will have to change trains at Gallery Place-Chinatown to the Yellow Line. That option is the best, but you can also change at Metro Center to the Blue Line towards Franconia Springfield.
Either way, the trains will be crowded, but as you're getting on at Rockville, part of your ride will be against rush hour traffic.

It will be about $50, and you'll hit a ridiculous amount of traffic. You should really look into taking metro if at all possible, or leaving several hours earlier if you decide to take a cab.

DC cabs are not cheap. It is far better to use the metra train and bus system. The train and bus system will get you there for less that $3 where the cab ride will cost just over $20 depending on the route taken to get around traffic. Trains run on time too!
