Well, I am a mechanical engineer, currently working as a technical author. To be classified as an 'Engineer' with a capital 'E' - that means a professional Engineer, you first need to be hired as a trainee or apprentice Engineer, do a bachelor's degree and, once you have this, hopefully, your company will give you a full staff position as a qualified Engineer.
Usually after this, you can apply for a licentiateship of a professional engineering organisation (Institute of Mechnical Engineers, etc) and then once you develop your career, you progress up the ladder to become a Chartered Engineer.
That's the usual career path.
