She is 8 months old and has started showing signs of dominance. She barks/growls whenever people go up the stairs or leave the house. Telling her NO! and looking her in the eye stops the barking but she just does it again the next day. Do I have to re-establish pack order or just treat the barking

Any type of this behaviour is a dominance issue so yes you need to assert pack leadership again. Never loOK a dog in the eyes when they are in that frame of mind. this in their language means attack ok, so what you need to do, is leash her, and practise this with a friend.
Leash her, and just as she is about to growl or bark when your friend gets up, then you give a sharp tug on the lead either towards you or upwards, this is the most sensitive part of the dogs neck. and a sharp NO if this is your usual command. Repeat this on a regular basis until she learns that this is not acceptable behaviour from her and you are showing her that you are displeased.
Never praise her straight away OK, even if she stops her growling/barking when you tug on the leash. or you are still rewarding her for her growling/barking. If done regularly then she will soon learn that this is not acceptable. Pack leadership is something that takes a good 3 years to establish OK, she is only 8 months so this needs to be stopped now as aggression like this can go from 1 to 10 in a matter of about 3 seconds. Establishing pack leadership is simply letting your dog know you are in charge, just as her Mum woudl have done.
You eat first before you feed her, always make her sit before you give her food. Always make her sit before you leash her. You always go out the door first, you always have her right by your side on a walk or behind you, never in front.Make her work for her food. (walk her before you feed her).
