Regulations is another word for rules. Rules govern the uniformed structure that we live by. From stupid little annoying rules (like no wearing watchcaps without a Gortex Jacket) to big important rules (ROE).

In general nothing would really work well without regulations or, using civilian terms, laws or rules. Anarchy is the total absence of rules/laws/regulations and has not ever been shown to be a safe or efficient means for society to exists. Anarchy is really a total lack of society and typically means the strongest end up ruling the rest, it is a short term period that typically leads to dictatorship. We need regulation because people are not perfect and we don't have a Pollyanne world in reality.

alot of people grow up feeling like losers..and they want to be part of something...rules is what makes these gatherings of idiots feel like a place they can call home.
if there were no guidelines (aka:rules) then caos and dissorder would take over!
