a) The Japanese Spitz is bred as a companion dog & stands no more than 14 inches high - definitely not powerful.

b) The Cocker is bred as a working Gundog, deliberately bred small (no more than 16 inches) to go through undergrowth - not a powerful dog

c) Samoyan ( presumably Samoyed?) Stands 22 inches and the standard calls for a deep chest and for it to be very muscular - a powerful dog. Originally used for herding Reindeer and also for pulling sleds it has to be pretty robust!

d) Golden Retriever was bred to retrieve (obviously) It should be around 24" with muscular legs so is fairly powerful.

Depends what you mean by powerful, but I would say the Samoyed in terms of strength and survival!

It depends on what standards you mean by powerful. If they are pulling sleds or anything the Samoyed. Even in a fight the average Samoyed would beat the Golden as the Samoyed has more aggression and has been used many times for dog fighting (not to condone fighting). I had a 75lb Samy and one time a runaway, fairly large Roti challenged him while running on my in-laws property. I broke it up but my Samy would have won hands down had I not done so. He also killed a Racoon once w/o little damage also onthe in-laws property. Very strong, tough dogs. Underated due to their Christmas look. However, great w/kids and people. Golden's are strong for an average dog but that is it. Cockers are very strong for their size but not as strong as the Samy. The Jap. Sptiz is almost a miniature Samoyed, strong for it's size but again not compared to the Samy. SO the Samy wins.

Golden retriever because they are influential in many handicapped peoples lives, are incredible athletes, have numerous heroes in their breed that have done some amazing things people don't expect from dogs, protective of their humans, more loyalty than you'll ever know, they will dedicate their life to you and not to their self, smart as can be, amazing with children, good at sensing human emotion, affectionate, good intentions throughout their lives, want nothing more than to please you, their only motivation is a smile and a pat on the head, their natural disposition is happy, they have the second largest fan base in american (second only to their short-haired brother from another mother, the yellow lab), and absolutely gorgeous.
That's a lot going for them, I'd say that is powerful.

If you mean physical power and strength then I would say the Samoyed as they are a sled dog, however a retriever could pull more using their jaw as they are very large (and love using their mouths!).

if I had to pick of those given,Id say C..they are sled dogs...you dont give much in the way of choices though Goldens are big lap dogs,cockers are little swishy dogs,the A choice I dont know much about but could be a second because spits are sled breeds also...
