Get the respective marriage licenses and birth certificates from the Local Civil Registry of the couple to be presented to the authorized solemnizing officer in the Philippine or Malaysia embassies.

It will depend on WHERE you plan to get married. But for the Filipino spouse if will be married in Malaysia:

1) copy of birth certificate authenticated by NSO and DFA
2) a Certificate of No Marriage CENOMAR from NSO authenticated also by DFA
3) Legal Capacity to Marry to be issued by the Philippine Embassy in Malaysia.
4) Other pertinent documents needed by the Embassy. (such as proof of termination of marriage if previously married, passports, working visas etc.)

IF the Malaysian will marry in the Philippines, the Malaysian subject needs to obtain an authenticated Legal Capacity to Marry under the Malaysian law, obtained from the Malaysian Embassy in the Philippines.

ALL documents as required from the Filipino fiancee can be obtained (with certain nominal fees) from the embassy.

Whether you marry in the Philippines or in Malaysia the marriage will be valid to both countries so long as the legal requisites are complied with.
