there is this guy at college and since i started he has been whistlein starin and smiling he got someone to ask me for my number and then the other day he said loudly when talking to his friends that he hadnt yet got his phone but he also sais he would text me when he dose get it

"Whistling, staring and smiling" hardly constitutes a declaration of love or even of interest with some men.
Do nothing.
Don't play hard to get: BE hard to get. Don't get bowled over by a smile; plenty of guys smile.
Honestly, you want to date someone who has the courage to actually talk to you face to face.

Go up and talk to him, he CLEARLY wants to talk to you. He finds you attractive, so go ahead and give him you're number.
If you're the shy type...
Wave back when he whistles or makes a comment, he'll eventually come and talk to you if you acknowledge his existence and show him you have some interest in him too.

if he's LOUD, he's probably obnoxious in a lot of other ways... i don't like loud men, so if it were me, i'd run in the opposite direction.
