You mean helping young people register for high school? Helping adults register their children for high school? If that's the case, then the benefit for the community is obvious: it helps people navigate a bureaucratic process they may not be able to otherwise and get children into high school; the help can build the capacity of the students and adults to register for other programs on their own, knowing how the process works, what sort of paperwork is required, etc. Registration processes and paperwork are rarely intuitive -- that's why volunteers are needed to help with such processes (like registering to vote, and voting itself).

The role of government should be to not only provide the registration processes, but also, to be RESPONSIVE to feedback from the public, including registrants, on how to improve the process.

I am a volunteer coordinator, and I have people of all ages volunteering. I work for a city and you as a high school student can apply your volunteer experience on a college resume. Colleges look at that in your favor. My high school graduates come to see me after college, and they remember how it was a benefit. They learned to operate every office machine we had, organization skills, self-worth, and having fun doing it. I gave them professional experiences that would last, made them feel respected, advised, wrote out recommendation for those who qualified, and treated them with respect.
