One way to deal with this problem is to waste no time in charging the patron the replacement fee for the book, blocking their access to library resources until the item is returned or the replacement fee is paid, and sending delinquent accounts to a collection agency, which can help the library recover some of the lost money. Sending the account to collections will get the attention of most patrons, since it will have an impact on their FICO scores.

doesnt ur library have a security deposit?
thats the amount of money to be taken in case the patron doesnt return the books
i suggest that if the total price of the books taken is more than the deposit, u charge more and return the money when he returns it
the patron may assume a lack of trust in him, but that is inevitable as it's always better that u get ur books back at least!
