Ok. My bro is trying to make some kinda of slide show for IMVU but the pictures he has are small. So when He makes them big they get all blurry like.

He is using Adobe Photo shop elements. Can he unblurr them with that program? or does he have to use a different program?
or can he unblurr them at all?
Please explain as plainly as possible. Thanks for wasting a few seconds to reply to my answer..if you reply at all...(I mean no offence to any one who actually reads that last part).

The simple answer is that you can't.

If the image did not capture the detail, there is no software that can go back in time and space to read what the sign says, or to find out what the person looked like.

An out of focus image cannot be brought back into focus. A low resolution photo cannot be made to fill in the missing pixels.

There are software applications than can "fake it" and, marginally, improve the esthetics of an image, but there is no way a software can rearrange the pixels in the sign so that it can be read, or put the person's proper eye color and shape of his nose as it should appear in real life.

How would the software "know," for example, if that jagged bit is just a big pixel, or if it is a genuine detail of a distant object?

If the file is too small, perhaps from a camera phone, unfortunately there is not much you can do, even with photoshop. If the info or "data" isn't there it isn't there.
There is a software program called Genuine Fracticals, which is specifically designed to 'upsize' images, however I'm not sure if you can find it on the web for free, try google for sites.

what type of sunshine circumstances are you capturing in? do no longer overlook that the s9100 is a compact element and shoot - this is not any longer going to do nicely in low user-friendly, and action in low user-friendly, especially without flash. If this is taking position in bright, "suited" circumstances, then there is probable some thing defective contained in the digital camera and also you should judge returning it.
