After active duty is done, you go into the inactive reserve for a couple of years.
You have no duties, no drills, no obligations, except to report once a year for paperwork purposes only. You become part of a standby pool of trained men.
The marines would then have a pool of trained men to draw from if an emergency would break out and they needed a number of trained men fast.
You used the right term, "on call."

After your active duty commitment is over with,
You go into the IRR, inactive reserve and finsh your 8 year commitment.
All enlistments are for a 8 year committment, whether you serve 2,3,4 or 6 years on active duty, you finish on IRR.
When your discharged, your a civilan again, and you go on with your life, school, job etc.
While you are in the IRR, the military can recall you to active duty if you are needed.

Assuming they haven't complete screwed it up, military service (all branches) was a 6 year commitment. When drafted it was 2 years training and active duty, 2 years ready reserve (2 weeks summer camp only for me) and 2 year inactive reserve. That was Viet war. A person enlisting for 3 or 4 year hitch who got out was then put on inactive reserve for the balance. The way they have been calling people back for this war, who knows.

Jeeper's is the winner!! Initial contracts are 4 years, IRR is 2 years. After that, you're done. There's no 'life long' or 'til you're 45 y/o' list out there.

I think that he should be done when his 4 years is up but it depends on alot of things age, health, how bad they need him overseas or here in the USA so I would ask your friend to find out for himself what the facts are or go to your local recruiting office and see what they tell you.

if he doesn't reenlist after the last of his 4 yrs, if he's under 45, they can re-call him. If he's over 45 they won't recall him for duty...
so..after 4 yrs, he may BE a civilian, but he can be recalled at any time, because the military holds the right to his body in uniform till he's 45. (it says so in the fine print of the contract he signed when he first joined...)
