The hotel and cooking sounds good. The soft toy, balloons, and cake, not so good, but then again you'd know better than I do whether he's into that kind of thing. They're just not very "romantic" to a man, usually. You could plan a massage for him, and buy some massage oil, and leave it on top of a note saying the same thing you just said?

Hotel rooms don't usually have kitchens, excluding suites, therefore making cooking food impossible...
If you are going for romance stay at home where you are both comfortable... Hotel rooms are very impersonal and therefore do not lend themselves to romance...
Get some rose petals and candles, turn on some mood music and enjoy a romantic evening at home you will both be more comfortable and therefore more romantic...

I think it's sweet and romantic. Maybe lose the stuffed toy unless it has some special significance to the two of you. Most guys aren't into stuffed toys.

((my boyfriend and i just celebrated our 2 year anniversary last night!))
another thing you could do if you wanted something else is make a slide show on powerpoint of pictures of the two of you over the last two years. it's a great personal touch.
