He might as well have shot a person. Depending on your state he faces possible, jail time, high fines, confiscation of any property he had on him at the time, revocation of hunting rights, possible revocation of gun rights.

Its a pretty serious offense to kill a game animal in a illegal manner.

from the road in vehicle is generally illegal everywhere, so states have different rules concerning what is a road if paved or dirt, some states if you are walking a dirt road you can shoot from the road itself some require you to be a certain distance from the roadway, mostly fines and loss of hunting privilege is the penalty, other laws can come into effect also like carrying a loaded weapon on a roadway maybe illegal in your area, safety zone restrictions and such, jail usaually is not given other than possibly at time of arrest while waiting for magjistrate to process you, unless you miss your hearing or dont pay the fines. shooting across a roadway unless well above or height maybe specified above the traffic traveling on the roadway. each state has different laws check the laws in your state availble in the book that came with the hunting license or on the website of your areas wildlife agency in pa its the pa game commission, for such matters

Its really up to the arresting officer. He can get let it go(unlikely), write a ticket or fine(probable) or take everything in his possession including vehicle, rifle, license, future licenses, etc.
