It is a concept. Most basically, it's having sex without emotional involvement or committment. The goal is to get the pleasure of sex without the messy side effects of relationship complications, jealousy, commitment, emotional attatchemt, arguing etc.
Like I said, it is a concept. One, in my experience/opinion, never achieved in reality with humans, although not for the lack of trying. People have promiscuous sex(sex outside of a committed relationship) all the time. But casual sex, in the truest sense of the word, is never achieved. I think humans are just not wired up this way. Sex IS special to us. Tigers can do it but humans can't. Feelings of attatchment and affection just automatically develop after we have sex with someone. In people who have much promiscuous sex, they will have all kinds of behaviors to avoid the feelings that follow sex, jumping to another partner right away, drinking or doing drugs right after sex, avoiding the person they just had sex with for a period of time, ending relationships as soon as sex happens and so on.

It is when you have sex without the hassles/strings that come with a relationship. Basically a booty call.

is when you sleep with someone you are not in a relationship with- It's when you just sleep around and are not committed to the person- if it is a one time only thing then it is a nice way of saying one night stand
