how do i arrange items in a windows folder by myself without it changing the order once i close it?

Arranging folders and files is done by opening a directory for a list of folders, or opening a folder for a list of files.

click View
Select Details
now click one of the headings on which to sort
they are easily resorted by repeating and selecting a different heading
