A passport is proof of identity and proof of citizenship. The citation below tells you how to apply and what you'll need.
These days, the delay is longer because many people are applying for passports. Whatever the Department of State says about how long it'll take, don't make plans (like buying your tickets) until you have your passport in your hand. Nothing would be worse than having paid for your tickets and your passport is still in the works.
As a US Citizen, Customs and Immigration will admit you if you can satisfy them that you're a US Citizen. But because these things involve reciprocity, you'll need a passport to travel anywhere. Presumably, if you use your passport to *go* somewhere, you'll have that when you arrive. And it really does make your life simpler if you just slide your passport in front of the INS guy- lots fewer questions and concomitant hassles.

Need passport pictures about $10.
Application and identification at county clerk of court office about $90.
Wait varies about 90-120 days.
Can also go to Homeland security offices. Usually in port cities. May be US State Department offices. Not sure what they collapsed into what.

Go to your local post office and ask for an application, fill it out get your passport photos and pay the fee, I think it is 65 USD it usually takes a bit of time, but there are certain places where you can get it in one day, ask the postman at the office as to where you can go for that otherwise fill it out and send it in and wait, My daughter recieved hers within 3 weeks of sending hers in this past winter to go to the Philippines with me .

I suppose it all depends on what country you're from. You didn't mention your citizenship.
