do I tough love her? all she wants from me is money and cigs and to run my phone bill up what do i do?

I would definitely tough love her AND I would get those kids out of foster care. Your their grandmother...you should have them

19.. two kids in foster care... kicked out of drug treatment... why the hell would you give her money only to buy more drugs and hurt herself more?? hey she's an adult now, you wash your hands of her, you did what you could, now it's her turn to be a grown up. if you really love her and want her to do better your going to have to teach her that theres not always an easy way out,

You have absolutely nothing to do with her. Nothing. You are enabling her and that is not good. She should not get the children back, trust me, I've adopted 7 children who come from moms like her and the back and forth causes permanent damage. You need to talk to her about relinquishing her rights so that forever families can be found for the children.
Tell her if she wants to be in your life, she has to prove that she is drug free and that she has graduated from a drug program. Otherwise, just say "sorry, I cannot have you around me, you are toxic."

If that was my kid I'd wash my hands of her and move away without a forwarding address.
What in heaven's name makes you think you can buy her love or make her change because you give her money. I can see where her problems originated from.

Don't let her in your house. Don't give her anything. I know it is hard, but she needs to find out that there are consequences. It's her only chance to get better.
