Well maybe she didn't like them or just maybe she's not looking to be with anyone at this time. Doesn't mean you can't try to be friends in the meantime. That way when she decides she wants to see guys you're already on top of the list. Find common interest you two share and go from there.

Do something for her that will put you on a pedestal above those "other boys." If you want to ask her out, make it something special, ask her in a special way...make her feel like you are the elite of those boys, and that she wants you. Right now.

Hey well first off it has a lot to do with chemistry. I mean first off be flirtacious and fun while youre around her. If you or her is shy you dont have to talk to her at first. Your actions alone might be enought to let her know you like her. IF she already knows you like her and you just have to get the going out part down. well ask her out on a date. make it romantic but dont overdue it.
ps: watchin a movie in a smelly apartment with the annoying dogs next door probably wont cut it.

Ask her out! Maybe she just said that to the other guys cause she didn't like them. Take risks and even if you do get rejected it's not the end of the world.
