Just solve the question yourself, catch your mother in a really good mood, say mom, can I talk to you for a minute, then sit down and ask her the reason for not wanting another dog.
dont lie to her, then you will never get another dog.....
maybe she feels its too much to handle since you already have 2 dogs now...accept her decision, waits a few months and try again......dont give up, but take it slow....

Your mom probably has other things on her mind besides your responsibility. For example:
Finances. It costs up to a $1000 a year in food, water, grooming and vet bills for one dog.
Time. Puppies require almost constant attention and maybe she feels that you or she won't be home often enough to provide this.
Or maybe she just doesn't want to get a puppy right now because you might be going off to university soon and the dog is not going to disappear after that. How old are you? If you're 15, when you go off for college, the dog will only be three years old. And the dog will stick around for possibly another 10 years after that.
It's not fair to your mom, or the pup, if you get a puppy that wasn't a family decision.

Depends why she says no, you already have two dogs can you all afford another one, and have the time for it? Puppies a lots of work and expense. Ask your mother if it is a time, or money, or space issue. If it is, then there is nothing you can do right now but wait until you get your own place. If there are no real reasons she has, it is still her choice whether to get another pet. Don't whine or beg ask for real reasons not to get another dog, she will have ones, even if it is just not wanting to deal with another dog. You will need to just except her feelings. Love on the dogs you have, a puppy is only a puppy for a short time after all. You are lucky, btw, most kids asking the same question everyday on YA are not lucky enough to have two dogs already!! If you can't love the one you want, love the one your with :)

Ask mom her reasons.
It could be finances. Dogs are expensive to take care of properly.. a puppy expecially is expensive with all of the vet care it needs.. I think when my dog was a pup, I spent over $300 that first year, just with routine preventative vet care.

Probably the main reason she is saying no it because you already have two dogs. She feels that is enough for you to have and still be able to take care of properly. Give them the attention they need, play with them etc.

Chances are your mom knows something you don't. Maybe she is better able to realize that you guys don't have time for a puppy- they are a full time job, you know.. Or maybe Mom knows she wouldn't be able to afford proper vet care.
I know it sucks, but you might just have to wait until you're on your own for this one. If a good sit-down heart to heart without whining or begging doesn't work, then you might just need to accept that maybe Mother knows best.

You can't. Getting another dog is a family thing. And unless your mom is part of it, it is not fair to the dog. You're gone all day in school. Who takes care of them then?

Keep your mom happy.Come home daily as soon as your school finishes.help mom in her daily chores. Keep your Room clean and tidy. If you ever plan to get the dog check if you really take care of it yourself. Feed it ,wash it ,clean it, Convince your mom that u responsible person.
