To do this effect well it takes more steps than just adjusting the brightness and contrast as suggested above. Here is a brief outline of some techniques to get you started.
1. Duplicate the background layer.
2. Filter -> Other -> High Pass
Set the radius to 5 -6 you should be able to see definite edges in your image.
3. Change the blending mode from normal to Overlay.
4. Duplicate the background layer again. Drag it to the top of the stack in the Layers palette. Make the opacity 80%
5. Make a new adjustment layer. Layer -> New adjustment Layer -> Channel mixer. Put a check mark in the monochrome box in the lower left corner. Leave the defaults the way they are.
6. Change the blending mode of this layer to hard light.
This may be enough of the look you want. You can stop at any point in the process.
7. Combine all the layers into a composite layer (Ctrl+Alt+Shft+E)
8a. I like to use the Filter -> Distort ->Diffuse Glow
This will smooth the image, add a washed out glow and can be used to add some grain into the image which will also help remove skin blemishes.
8b. Instead of 8a, you could at this point run the high pass filter again.
That's all there is to it. As you can see there is lots of room for experimentation and adjustment.

umm you could make a copy of the pic on another layer, make the top layer invisible, and tinker with the brightness/contrast or hue/saturation until your skin is really white on the bottom layer, and then make the top layer visible again and erase the part of the pic thats your skin on the top layer.
