You slow to 25 MPH and follow posted signage, if it calls for you to stop, THEN you stop.

A, and after that, follow instructions of flaggers (if present) and follow construction caution/warning signs. If a road closed sign is present it means the road is CLOSED. Seen an accident a while back involving some stupid teenagers in a sports car that failed to obey a road closed sign and drove their car off into a huge hole dug across the road.

A.... dont joke about the safety of the workers... also can get fined for not slowing down in construction zones

you should slow to the posted speed limit though you never put slowing as a option
