That sounds like it could be kennel cough, heart disease or tracheal collapse. Here are a couple of links for you to check out and please take him to the vet to get checked.

Someone here just a couple of days ago had her dog die from heart disease and the dog was only 1.5 years old.

a few things could be the issue, but i'd first suggest collapsing trachea and it sounds like a mild case. It happens a lot in smaller, more excited breeds. When they get wound up, their windpipes collapse and cause some coughing and hacking and the occasional vomiting. It could also be the position he eats his food in. Try raising the bowls off the ground so he doesn't have to bend over to eat or drink and see if that helps. There are a few other stomach issues it could be and I would suggest a trip to the vet if it continues. Cats and dogs can get acid reflux like humans and it can cause these symptoms as well. Good luck!
...with kennel cough or parvo, you'd be seeing a lot more symptoms and he would act sick. If he's a happy, bouncy, eating pup, I wouldn't worry too much about those two things.

Sometimes they have allergies and sometimes it may be the hotter winter air in the house. Also, check his throat, feel and see if there is any sign of a lump or anything near his throat that you can feel from the outside. Our Rat terrier has a huge lump and has had a needle biopsy done, waiting for her to have surgery to take it out and then biopsied again. She is almost 10 so, it's later for her. I just think it won't hurt to feel for it on yours. Sometimes my Schnauzer does that too. You might want to feed him rice and no beef, a lot of dogs are allergic to beef. Parvo and kennel cough would probably be a lot worse. Some dogs just do this because they drink or eat too fast and they need to clear their throat. Also, let him get out and eat some grass too. They do this to settle their stomach and it's natural for dogs to eat grass, they like the tall tender kind. Good luck and don't worry if there is no knot unless it keeps up for weeks. Then see a vet. Pray for our Bitty. Miss Mary

I got my dog from the shelter and she is a black rat tussle terrier lately she has be exhibiting hacking and coughing up foam. She also gets very excited and eats her food way to fast to where she starts to hack and cough like she is going to throw up. I notice when she does this her heart is beating fast could she be doing this out of anxieties because she was abandoned by her owners. Could she be having anxieties to where she is hacking and her heart is beating fast

What to give her? A trip to the vet and ask about worm burden, Kennel Cough (they can catch it from other dogs anywhere), anything stuck in the throat and maybe even collapsing trachea.

also, does he do this immediately after drinking water? My dachshund drinks his water too fast and chokes himself. He will hack sometimes for 2-3 minutes until he clears his throat. I don't think its harmful --- merely annoying. However, I do agree that you should ask your vet just in case.

Take the dog to the vet. It could be something as serious as kennel cough but I'd want to be sure. He may be licking too much fur also or have pneumonia.
