As your name suggest you are an Indian & want to marry this Girl who has PR in Singapore. Now it all depends what is her actual citizenship. If she is also an Indian then you can marry her in Singapore according to the Special Marriage Act, 1954 before the Marriage Officer/Registrar who is usually a consulate officer of the Indian Embassy in Singapore. If she happens to be a foreigner then you can marry her under the Foreign Marriage Act, 1969 before the same marriage officer/registrar in the Indian Embassy in Singapore. The only requirement in both the cases is for either of you is that you should be residing in Singapore for at least one month before you move notice for such marriage,& as in this case she holding permanent resident visa means she & you are eligible as far this condition is concerned. You need not have PR status of any country for such marriage but should be fulfilling other necessary conditions for this which is provided under these Acts.

Marriage with a Singaporean means that you can avail of the privileges of being a Singaporean.
