The ROC/Taiwan is where some of the democrats fled to when the ROC was defeated in a civil war with the communists. So the ROC/Taiwan is democratic. However, people Mainland China and some in Taiwan consider Taiwan/ROC to be within the sovereignty of the PRC and almost all countries agree with this, as the PRC has a strict One China policy, wherein that diplomatic ties are cut with a country if it recognises the Republic of China.

No, Hong Kong is called SAR, Special Administrative Region. It will not be changed for 50 years. Many of the laws are still the same as Britian. However, the Chinese government do have control of foreign affair.

P.S - China isn't really communism anymore. It is more towards capitalism.
