People help each other all the time. Just don't try to pass yourself off as a psychologist or other trained counselor. That could get you in trouble.

It's not illegal, people do it all the time on this web site.
And people talk to their friends and give them advice.
But I wouldn't give a stranger my phone number - it could be dangerous for you.
But think of the harm you could do.
Leave it to the professionals.
It's only illegal if you tell people you are a trained counselor or psychologist or psychiatrist. Then it's practicing without a license.
However, people in the business who aren't degreed professionals are very careful about giving advice so they don't operate outside their own scope of practice.

There is a law against practicing medicine. They have hot lines set up for people like that already. I understand you want to do a good deed but if someone is unstable and you say the wrong thing you never know what could happen. If you are intrested in helping I would suggest volunteer work at a local hospital or shelter.

You may think you can see lonely in faces but you cant. You might be upset. Go to a volunteer store or food kitchen to be sure they are lonely. There is not law in being nice well almost.

As long as you do not accept payments or call yourself a counselor or psycologist, no. Go ahead if you want to listen to their problems. Advise them in what ever ways you can, but don't give negative advice.
