that most of those powerful people would know within the investigation department or bribe someone to disrupt this research. Those who powerful will probably have many partners or friends in variouse government sectors. It is also a risky job and you may expose yourself to danger. I hope it doesnt sound so movie like.

Access. They lie, cheat, hide, mislead, etc. Then if you get thru all that paper maze, they will clam up and plead executive priviledge or national security.
Get past that and you may end up in Gitmo or some secret rendition program. Or worse! BANG!
