It is only a problem if (1) Hell occupies a finite amount of space rather than being able to expand as the number of occupants grows, and (2) the number and density of the occupants creates problems with accessing the fire exits. Since, from what I hear, there is no way out, there are no fire exits; so, cramming a lot of people in does not create a risk that some people will not be able to reach an exit when the flames start.

Hell has received several violations for not being up to code and is currently being renovated; Grand opening of the new and improved Hell is scheduled for summer 2010.
