I dont see why they're prized by anglers they get caught and released all the time. heres a page about them.

They're pretty tough. I used to catch little staghorn sculpin off a rock jetty as a kid (they're closely related to the cabezon) and they would still be twitching in the bucket when I got home. I've only caught a handful of cabezon, all under a foot or so in length, and all swam away after being released. (I know they're supposed to be good eating, but they're so ugly I've never been tempted.)

A cabezon released in a minute or two after catching it would have no problem surviving (assuming you didn't bang it on the deck or pier or whatever, or rip its gills or guts unhooking it.)

Yes in fact quite the opposite they are very tough and many fish have to be to survive and these are no exception, chances are it would have survived yes, especially if i had been out of sunlight and just caught, if you intend to practice catch and release (i recommend you do) then make sure if you can not to even remove the fish from the water and release the hook, hold it until it gains back some energy the release it.

This will be short and to the point. They guy who told you that was a complete idiot. Sounds like his badge is a little to heavy. These fish are tough.
