The banks have stopped doing tax refund loans before the IRS starts accepting returns, usually in mid-January but now the IRS has said it may be later this year depending on Congress paying tax legislation. So, for this year, you'll have to wait until at least January.

You can't actually get your refund until at least January, since the IRS doesn't accept returns until then.

Some of the storefront preparers have programs where you can get a high-interest loan from them in December, and have your refund come to them so they can take out the loan repayment.

Not from the current tax year. The IRS will not start processing returns until mid-January. Even if you had all of your documents ready and mailed in the return today, it would sit in a pile in the IRS mailroom until about January 11th or so.
