I would find help immediately.
I would also stay with the dog until it was removed from the car in hopes that I could meet the idiot family that left their dog in the car.
If the dog looked ill, I would break into the car myself while on the phone with the police.
"Hello officer, yes- I'm breaking into a car right now. There's a sick dog inside and it is VERY hot out."
...
"Yes sir, it is a Honda."

depending on what state you are in - it is a crime to leave a dog in a closed vehicle in the heat. At 90 degrees outside, a car interior will get to about 180 in about 45 min. In Illinois you can be arrested for animal cruelty. I call the police and stick around to make sure they come. Also breaking a window is an option. (Yes I have done this before and I will do it again!!!!) I do not, however remove the dog from the vehicle, because it could attack while protecting its domain.

definitely call the cops!!!
we had an incident on main street where i live. while i went to report it a total stranger broke the window and took the dog out of the car and then put it in his own car and brought it to the vets.
when he got there the dog was in critical condition. he was saved with some brain damage but still a good dog. the man who left the dog basically got a slap on the wrist while the savior got charged with damaging his property and fined.
the savior kept the dog and the other dumb asss didn't even care. he just wanted his money.
we had a community fund drive and helped the savior pay for the vet bills and the damage to the other guys car.
IT WAS WORTH IT!!!!!
that dog is alive and well today thanks to this courageous man!!!
so yes i would call the cops or maybe even do something more.

Definitely call the police or animal control and wait til they arrive (incase they decide not to!). But if the dog looks ill I would do what I can to get him out of there.
Just to share a story though - an SPCA officer (Tre Smith) in the Toronto area was suspended for rescuing a near death rottie from a boiling car by smashing the window, handcuffing the owner to the vehicle and rushing the dog to the vet (he had no choice as the dog literally had seconds to live). He received a "Dog Rescue of the Year" award and was suspended for the same action he got the award for. See an article here:

90 outside means inside the car is at least 140 degrees and it doesn't take long either.
Alert the parking lot guards which are usually off duty policemen or women. If can't find them call the police and tell them what you have.

You SHOULD call the police, thats animal abuse. The dogs could die soon because the inside of the car can be like an oven in a matter of a few hours.

I would alear someone who worked there so hopefully they can make an announcement over the loud speaker and tell the person they need to get their dog. I was in Walmart on a hot, sunny day and all of a sudden an announcement came on, "If you try a -- car you need to come get your dog out the car. It is about to die." I think they were right for doing that

1st I would be breaking a window.
2nd I would be calling the police.
3rd with the dog in tow, I would be letting some park person know what I had done and give them the plate number so maybe, just maybe, they could locate the idiots.
It would be well worth any fine the police want to give me.

I would tell the six flags staff or call the police.
Dogs can die very quickly if left in a car.
Imagine being in a car that is about 100 degrees in a fur coat!! Yeah, notsogood!!

First I would establish if the dog was in distress. Were the windows open, was the car in the shade or directly in the sun. If I thought the dog was in distress then I would have notified someone in authority and told them about it. I would also make sure that something was done before I left.
