Absolutely not. the only way you would be able to od so, is if you get a written statement with a real signature from the owner of the shot.... to use it , without prior authorization is stealing.
if you really desire that particular shot, contact the owner of the shot and ask.. they might be willingt o let you, but be prepared to pay for the rights to it.

There are MILLIONS of pics on flickr that are posted under a Creative Commons license. This means (basically) that you can copy, distribute, display, and perform the copyrighted work - but only if you give credit.
So if it is a CC license, then, YES, you can legally print a Flickr photo and display it (for non-commercial purposes), just give credit to the Photog that took it. It is also nice to leave a comment, saying you liked the picture and how you are using it.
Some pics on Flickr are ALL RIGHTS reserved, which means, no, you have no right to print or use the photo w/o permission.

Look at the photo you are interested in, if the words "all sizes" appears at the top click that and you will be able to download the original file sized image and print it as you wish. If that does not appear, the artist does not want you to download his work and that should remain respected.To prevent people from downloading a photo a transparent image is positioned over the photo on the photo page, which is intended to discourage people from right-clicking to save the photo, or dragging the photo to their desktop. The photographer sets this in his preferences under "your account"

I would email or contact the person on Flickr the image belongs and ask them if they would sell you a print or sell you the rights to the image.
Let's make sure that we are giving the artists/professionals a little compensation for their hard work.

No, you can't copy the pic without the copyright holder's consent.
And if by "develop" you mean "enlarge", you'll find that online pics will not make very good posters.

But it is done all the time. half the photos on flickr are stolen from websites.
If you aren't going to sell it, how would anyone know?
