I wouldn't ever let my children get their tongue pierced. There are too many complications that go along with those - I am in no way against body piercings as my husband and I both have them - however the tongue is different, you get someone to do it wrong and you could lose your tongue / lose taste / get an infection/ it rots your teeth... etc.

I think it's a little young. I got mine done when I was 15, and it was because I liked it, I didn't even realize how it could be used sexually (holy naive!). I still have it 7 years later.
It's not a bad piercing, because you can hide it. However, the parent should do some research. A tongue piercing can damage teeth (I haven't done damage, but I have plastic beads on mine). My dentist refused to do any work on me when I had my tongue pierced (I found a new dentist). If you don't take care of it, you can get plague buildup on the barbell.
Also, it is really distracting talking to someone when all you see is this silver thing in their mouth. It might hurt her when she gets older and is trying to get her first job. To counter this, I got my tongue pierced further back - no one notices it.
I think she is a little crazy...I definitely wouldn't let my daughter do that at 13. But, at the same time, it's not the worst thing that the girl could be doing.

Shes gonna have to hide it for sure at school. I dont think its "crazy". I would like to think that my daughter and I could sit and do the pros and cons list for the piercing and the age. If shes responsible perhaps thats why your neighbor is letting her do it. If the parents dont let her tho she's surely got some friends that know ppl that do piercings. I'd rather be the one to take her somewhere professional, clean, and safe than have her do it at a house where im not there to protect her.

I very strongly disagree with your neighbour.
I would do no piercing on anyone under 18. Depending on the piercing and whether a parent is actually present I may do certain piercings. I strongly disagree with anyone piercing under 18's.
A tongue piercing would be one that I definitely not do on someone under 18.
Alot of studios won't do it.

Well unless her mom is letting her pierce it herself, she's not going to be able to get it done in most places. Most places, even with parental consent you have to be at least 18. Some places it's at least 16, but still, I've never heard of any place that pierces tongues at age 13, even with parental concent.

That's ridiculous. Tongue piercings are very dangerous and can get easily infected. They make you talk like you have a lisp and are overall unattractive, especially on such a young girl.

That's too young. It will limit her choices in careers. Looks matter in professional fields. I have a tattoo on my lower back and I make sure it's covered. A tongue pierceing can't really be hidden.

I'm 13.
She is too young. besides, at this age, people tend to switch between "genres" of people and groups. Tongue piercing might effect chances of getting into a certain group of kids. She might still be looking for her image, and she might not like it after a month or few. At her age, when people still look for themselves, and are judged constantly, it is just not f=very good.
Not talking even about the health issues.
