This is not a yes or no question without additional information.
Do you have the vacuum disconnect on the right side of your front axle? If yes, I would not do this much over 10 mph, it is a sliding sleeve for free wheeling purpose, but if there is any difference in left and right wheel speeds, ( tire size and inflation), the other side of the axle is not connected to anything on the transfer case and could be spinning at almost any speed, it could be damaged.
Second, which transfer case do you have.? Part time four wheel drive or full time. Full time is really not an issue, as the parts are spinning at similar speeds. Yes, I have done it at highways speeds in rain and no gear clash. Part time, you should NEVER engage on pavement and really not much over 20 mph. This system locks parts that might be slightly out of sync.

Check your owner's manual or call the dealer. If I remember correctly, it can be done into 4-hi at speeds up to 60 mph. However, I would check with the dealer before doing it as Jeep has several types of 4wd systems in the past few years. You shouldn't ever need 4wd at highway speeds because if you do, your're going to quick.

The visor on my 94 Cherokee says 4HI can be shifted into or out of at any safe highway speed. 4Lo should be shifted below 10 mph. I have the NP231 transfer case. I've only ever shifted it above 40 mph once and it was fine.

A lot of times this info is on the driver's side sunvisor, just pull it down and look. Sixty miles per hour sounds high even for "4HI". I think my '92 Dakota is 45 MPH, but I'm not sure without looking.

i had a 90 cherokee and the owners manual said up to 45mph. i had a 2h, 4h part time, 4h full time,N, 4L. the eagle
i currently own is shifted from 2 wheel to 4 wheel drive while
standing still then slowly driven forward.

it is best to not be moving at all or you take a risk at messing up your transmission , better safe than sorry
