God is for us a refuge and strength, a help that is readily to be found during distresses. That is why we shall not fear.

It means that at times we need to slow down, and take a few minutes to still our minds and bodies, stop the crazy running around that we all do, and just know that God is with us, that we are never alone. It is sitting for five minutes in peace, in silence, no cell phones, no computers, just us and God.

Inner peace comes when we stop and realize that God lives and that His Beloved Son, Jesus Christ, has paved the way, by the Atonement, for us to return to the Father's presence.

As we fight to do that which is right, obeying all of God's commandments, we can have the surety in knowing that inner peace.

Be still is the key. This is talking of silencing the mortal sense of reality and let God be God. The consciousness of God is the only reality, but mortal sense hides that from us, His spiritual ideas.
