That he likes you, but isn't over his ex enough to have another relationship with a girl. Be glad he told you this and was honest to you and not leading you on while he was still secretly in love with his ex girl and seeing her behind your back.
Just take it slow with him, be friends and get to know him...but if things don't eventually take off with him like you want then move on, you can't wait forever on a person.

He's trying to say exactly what he is saying. Don't push him into a relationship because he is telling you that emotionally he is not ready and you could get your heart broken if you proceed past the warning sign.
